Sonam is a seasoned Civil Engineer with a Master’s in Water Resources Management from Lund University, Sweden, and nearly two decades of experience leading nationally significant government housing projects. She currently serves as Program Officer at His Majesty's Secretariat and previously held senior leadership roles at the National Housing and Development Corporation Ltd. (NHDCL). Sonam has contributed to major transformational projects, including Phase-III at Changjiji, the Ministers' Enclave in Thimphu, District Housing Projects across Gasa, Lhuntse, Samdrup Jongkhar, and Phuentsholing, as well as the Affordable Housing Project in Phuentsholing. As General Manager of NHDCL’s Corporate Strategy Office, she developed corporate strategic plans aligned with Royal Government priorities and oversaw Annual Performance Compact preparations. While managing the Design and Planning Division, she oversaw Bhutan’s first Green Building Certified Affordable Housing initiative and transformed NHDCL into a revenue-generating consultancy. Her expertise spans design, structural engineering, cost estimation, contract administration, on-site supervision, and strategic planning. A Certified Arbitrator, she brings experience in contract negotiation and consumer protection dispute resolution. She has also contributed to hydropower research, disaster-resilient infrastructure, and crisis response, including Bhutan’s COVID-19 relief efforts, while supporting academic evaluation at the College of Science and Technology.
